A skeleton sniper looks like a normal skeleton but has dark spots covering around its skin. It carries a bow like a typical skeleton and it is the same as a skeleton. EXCEPT the skeleton sniper shoots players from 60 blocks distance away.
This would create a better strategy for the game and make the game more challenging i believe so.

And there's your problem.
Skeletons are OP enough as is, don't need one that can shoot you form a mile away.

Skeletons already have decent range and shot speed, this just feels redundant.

Hmm... Mild support
As a decent archer, when I equips a Infinity bow(or sometimes, only Stone Sword needed) nearly no skeleton would shoot me even if they see me. I take nearly no damage while fighting skeletons in 1.8, comboing them down with ease. Thus such mobs would be good in order to not letting me go out in the night.
But I think that a skeleton buff would be better. I have tried to set the tracking range of mobs into an insanely high value(500) and nothing occurs(actually the functioning value should be in 128). That's a base problem for skeleton. They shoots when you're in 16 meters and when I am in the 16 meter range, it is well dead. Thus I think that the shooting range could increase and the overall tracking range increase too.
But as a server owner, that would bring extra stress into my server. Thus this is a double-edged upgrade: Performance or Gameplay?
This can be realy cool and make the game more intresting. It can also brake the pros armor and make them less pros.
"Pro" isn't a variable that you can change at will, it's a state of professionalism. Breaking one's armor may just force them to restrategise, maybe use a bow or lava. You can't make them, "less pros."
About the skeleton, NO. 60 blocks would be 60 meters, so around 198 feet away. It's just not balanced. They already were buffed up as of 1.9, and this is just pointless.
No support.

If you'd like to talk with me about other games, here are a few I play.
Team Fortress 2
Borderlands series (Borderlands 2 is my favorite game, ever. TPS combat is a lot of fun and makes up for the lower-quality story, in my opinion)
Elder Scrolls series
Warframe (IGN is something like That_One_Flesh_Atronach)
Pokémon series (HGSS forever)
Rocket League
Fallout series
Left 4 Dead 2 (Boomer files always corrupt though)
SUPERHOT (SUPERHOT is the most innovative shooter I've played in years!)
Dead Rising series (Dead Rising 2 is one of my favorite games, and the 3rd was a lot of fun. 1st has poor survivor AI and the 4th is bad)
Just Cause series
Come to think of it, I mainly play fighting-based games.

Skeletons are powerful enough as is. Making the game harder just for the sake of hardness is ludicrous. Challenge is not always better.
This does not have my support.
