I find it annoying that I have a leather helmet from a skeleton that has good enchants and I can't use it.
We should be able to combine enchantments from different types of armor in an anvil.
It will cost a lot more levels though.
The one in the first slot of the anvil is the armor you want to put the enchants on, and the one in the second slot of the anvil is the enchanted armor you want to combine.
The one in the second slot will disappear after you combine the armor.

I say:
a) No additional level cost. Levels are pretty much meaningless endgame.
The original item does not have it's durability restored by the second unless they are of the same material.
c) The usage is counted as a standard anvil use ... so if you enchant and combine a super golden sword using 3 anvil uses, applying that to your new diamond sword will bring it's anvil usage count to 4.
I would support it in that form ... although I'm not even sure the enchant system really needs anymore buffing.
I'm a bit confused. Can't you already combine enchantments? I fuse armor pieces and pickaxes all the time, even if they have enchantments.
Pretty sure he means by tier. Like how you can't repair or combine enchantments, say, for a gold sword onto a diamond sword.
As for the suggestion, it's good, but I feel as though it should be built onto it as it sounds a little vague. What I suggest is that the armour/tool you want to combine should have full durability, another thing it would require would a higher level than you wouldn't normally expect from combining it for a reason, around a quarter or more than the number of levels to repair or combine enchantments.
