I was thinking it'd be neat if there were some fairly uncommon items that could be used to lure or breed hostile mobs. What if animals or villagers you kill would sometimes drop a brain which could be used to lure/breed zombies, or perhaps when fishing you would occasionally capture an insect which you could use to lure/breed a spider? I'm not sure what skeletons would eat, but maybe also a brain.
It would be hilarious and pretty messed up if villagers had the highest drop chance for brains.

Passive or neutral mobs are the only exception when breeding. Why implement this for hostile mobs, mobs that will do anything in it's power until the player is dead? Hostile mobs only prove necessary for a few things: To avoid (at a certain degree), to fight off, and to collect it's drops. If you're thinking about implementing this as a different way for mob farming, then it's an ineffective way of doing so. Since you are likely to get hurt or killed in the process of breeding these mobs.

Actually, I made a balanced enderman breeding suggestion on my massive end suggestion, and it's been seeing positive feedback. However, those are neutral mobs, so I guess that doesn't apply here.
Rule of fun: this suggestion isn't to say that there needs to be a way to breed hostile mobs, only that it could be a fun sport. Why is a suggestion wrong just because it doesn't make perfect sense? A perfectly sensible game is boring. Some of the most fun and interesting things in Minecraft are the bizarre things that don't seem to make sense at first.

You could name them with name tags so they don't despawn, and make a zombie village or something. You could play games with them, or just lead a big horde of them around for laughs. You could lure zombies away from your villagers. With some skill, you could even use these lure items to protect yourself from hostile mobs.

Since hostile mobs are programmed to track you down, luring them isn't necessary to get them where you want them to go. And all of the other things you listed can be achieved by just using name tags. There's no need for hostile breeding.
They don't always track the player very well, so lure items would help, especially in the case of zombies which often go for villagers instead of players.

I'm not interested in breeding monsters. They already respawn on their own and there's nothing stopping you from building a monster "zoo" or whatever, and trapping monsters inside.
