Are you a player who is fond of multiple play styles? Perhaps you are tasked with switching the items on your hotbar frequently, and you wish you could save a copy of how your items are arranged? This suggestion will help you.
My suggestion is essentially to add "snapshots" of how items are saved. Essentially, there are three empty "frames" which can be used to save inventory layouts. There are located on the top-right of the inventory near the crafting grid, as shown in the image below. By default, all three diamonds appear as red, meaning they do not have an inventory saved to them. When the player clicks one of these red diamonds, their current inventory is saved to that slot, so that if they were to click it again, items are rearranged in their inventory as they were when they were saved. The diamond turns green. Deleting a class is as simple as right-clicking the green diamond of the class you wish to delete.

In Creative, items are spawned in when classes are changed, regardless of whether the items are present in the inventory.
In Survival, only the items of the class that are in the inventory will be organized.

I worded this strangely, sorry. It would attempt to organize every item saved, but if one of the items in the class is not in the inventory, it is ignored.
I assume if an item to be moved is being moved to a space where an ignored item is, the ignored item will be moved to the first empty space?
The idea is pretty good, but I think it sounds more like a mod than something Mojang would implement.

You know who can tell me something I already know? Me. All the time. I'm really good at telling me stuff I already know. I don't need help in that department. I don't know about others, but I can't imagine I'm alone here.
I'm sorry, but do people really change their inventories around between presets they come up with that much that we need this? My hotbar has exactly one standard arrangement, and if things need to move, then I move them. Despite the fact that I wear many hats (ranging from explorer to engineer), arranging my inventory has never been so difficult that I would wish to click a button and have it already done.
Could you explain the situations you get into that make you want this? I think that would help me understand more why it's needed.
I follow a fairly standard layout for items on my hotbar for pretty much everything I do. The exception comes when I'm building things, but then I usually don't mind going to my inventory to swap things around more often so long as I always keep a sword in slot [1].
Everything is good accept the diamond thing. There will be a whole bunch of attention hogs that post glitches to get unlimited diamonds or something. Just change that and you are set! PARTIAL SUPPORT

I would love to switch or instantly choose inventory layouts! This is one of the best ideas I've seen for a while.

It will be dropped on the ground, simply because empty spaces may be part of the inventory setup (for whatever reason).

People will make videos where they take the diamonds out of their slots or something
