Many of you may have been using the time command, such /time set I wonder how about if we can make the Day faster than Night? but the Night is not changed So how about adding some gamerules that can control the time flow?
[Valid Object] = Day, Night, Crop, Liquid
{Variation} = Crop(Potato, Carrot, Wheat, Cactus, Sugarcane), Liquid(Lava, Water)
[Tick Speed] = The Tick Speed
{To Scale Ratio} = Per Second
Example :
/SetTickperSecond Night 10 1
This will make the Night moves 10 ticks per 1 second
If the Scale Ratio is left blank, then it will use random second (1 second)
The Variation can allow to change only 1 Variation of Using Tick Block
If the Variation left blank, then it will change the Tick to all Variation
Thanks to Walt_Disney_II for giving all helps!
There should be more things that can be used with Tick, Please let me know! (I didn't Remember all of it)
I like this concept because on most servers, Survival Games have fast days and stuff so this would make the commands simpler because normally they are really long.

Hmm. is the commands to long?, I asked because I never touch the commands from 1.7 + (But I do learn some of it)
Treat game time the same as as the /gamerule doRandomTick = x. I like it.
But I didn't want to speed the random ticks, because if the random tick become too often, it would be an speed game (plants grow faster, leaf decay faster), I just want the time become faster, but plants doesn't grow too fast

Yes, that could be good, and also to prevent this command became too long

It would be impossible in multiplayer, If someone in Nether while the other in the Overworld, how the time will go?, Paradox?
And because of this, I would change the gamerule become commands, and making it a little shorter
Here some :
/SetTickperSecond [Valid Object] {Variation} [Tick Speed] {To Scale Ratio}
[Valid Object] = Day, Night, Crop, Liquid

to scale ratio makes sure that the moon / sun are in the same spot after every run through.
ex: the sun is 2 inches from the horizon. the next time through at the exact time that has gone by, the sun is 3 inches from the horizon.
[d] [n] are parameters. [d]ay, [n]ight which these parameters are the speeds you wish for the sun or the moon or both to go at.

well... that is pretty easy to fix. We just need to scrap the command we have now.
instead, we need a new command that deals with every seperate tick based object.
so if i do, this translates to the object of 'day' which means the sun will move 10 ticks per second.
if i keep the 'to scale ratio' blank, then crops will grow 30 ticks per random second(s)
all to scale ratio means is "in what time frame does this happen (per second)"
Wow, this can be an great idea!, I appreciated your helps in this suggestion!
And once again I will edit this OP

no problem
I think Redstones doesn't need more random ticks, the Redstone way now is should enough
And block update, Alright, editing again...
