Your comments on ram amount are somewhat correct, although (from my personal experience), you need at least 2 GB dedicated to the server (so preferably 4 GB total), if you're running Windows. If you're running some ridiculously lightweight Linux distro (such as MineOS), then you can get away with 2 gb total, 1 gb allocated.
But the basis is generally at least 2 GB allocated for about 10-20 people.
This is for vanilla. For bukkit, with no plugins, you can get away with about 1 gb for 10-20 people. For each couple plugins, you probably want about 512 mb more.
CraftBukkit, Spigot*, and those modded servers aren't plugins, but rather versions. Plugins would be things like Essentials, Spleef, Player Heads, chestshop, etc, and those are for Spigot and Bukkit. Mods would be used for forge servers.
I agree with your choice on the host. However, if you're just running a server for a couple friends you know and trust, you can get away with hosting it on your own machine.
Weebly and Wix are great for websites, however Enjin is also pretty good for gaming specific sites (it integrates nicely with Spigot/Bukkit servers.)
It has a free version with ads and some limited functions, or you can pay for it (not sure how much) and get no ads and all features.
Advertising, yep, those are good sources. If you make a thread here, it's also a good idea to make a signature for people to use to spread the word more.
