In this video I put the thorns enchantment through 5 tests in order to determine whether it is useful or not. Spoiler it's not by the slightest.

I think what you're not getting is that even though it mightn't be that great, it is supposed to be a small thing to assist you along your way. For instance, if you have just been fighting a tonne of zombies and your sword breaks, thorns is there to finish them off, if they try to kill you. Also it'll be mixed with all the other enchants on your gear. It isn't supposed to be a standalone enchant.
