So what it does is allow you to teleport relative to your current position. The way you do it is replace all the normal x,y,z values with ~x, ~y, ~z values. Note that you have to do that to all of them or have a number for it to go too.
For example if you have tp player ~5, 100, ~5, this will teleport you 5 sqaures south east and up to y=100.
Heres a video tutorial I made showing this. It also explains the parameters for the command blocks which allow you to select the radius of the command and how many players it effects.
I just tried it with 12w39 and it doesn't work. So it may have been in their in some different form beforehand, but this way was introduced with the latest snapshot
They're really pushing the adventure aspect, which is going to be great for the community, to see more and more exciting maps!

You probably could quite easily. You could use a day/night system which then uses a counter mechanicism. So every 4 days it could start raining and then 4 days later it stops.
You could really do anything with it, it would be pretty easy to set it up so it only rains once every 10 days for 5 minutes or something. I might make a video with that later. Great idea!

Awesome! I look forward to seeing that if you do. I'm personally interested because I don't use beds and so the weather gets to be a bit much too frequent for my tastes. Seems like every other day it rains and the rain always lasts around 5 minutes or longer.

You can pretty easily set up a system which just has a clock which sets the weather to clear constantly. That is part of the overall season generator, so I'll have a little tutorial for that too. Now just need to find some time!
