I've been wondering this for a while, is it based on viewers or subscribers, or do you have to apply to become one.
To my understanding, please correct me if I'm wrong, you need to be a partner to earn any money, add custom thumbnails, as well as other tools exclusive to the big names on YouTube.
Actually, no you won't get copyright strikes if you follow the mojang guidelines (This only applies for minecraft)
Mojang state what you can and cant do on youtube with either free airing or commercial (monetize)
Basic simple things relating to the brand and how you use the minecraft name mainly.
Apparently, I can't become a partner because I've been blocked from using AdSense. Unfortunately I have no idea why.
YouTube doesn't really have great support, in terms of one-on-one questions, just more of a F.A.Q. or guide, I wasn't able to find anyone to contact about it.
Any suggestions on how to get to the root of the problem?

Monetization, Youtube Partnership, and Network Partnership are different things.
Monetization enables youtube to show advertisements against your videos, you can start earning money off of monetization by linking an Adsense account to your youtube account.
- A monetized account has nearly all the rights of a 'full partnered' account, the exception being Content ID claiming.
Youtube Partner is an individual or entity partnered directly with youtube, I'm not sure on the process to reach this point (as I am on a Network with my gaming account, and have yet to officially launch my art account)
Network Partnership is a sort of 'layer' method of partnering - providing a buffer and communication between yourself and youtube (as well as other benefits) - Network partnerships benefit some youtubers, but not others, depending on your needs. For gaming channels, it is generally recommended to be with a network for the 'protection'. (it's not legal protection usually, with the exception of specific networks - rather it's just a "youtube can pass the buck to the network, so they'll let more slide" situation). It is legal to do video game reviews, and to an extent - even gaming 'commentary' is protected (though it is a grey area, as there's a difference between 'talking randomly over a game' and 'giving guidance, review, strategy, walkthroughs, etc. for a game' - if that makes sense)
Depending on the Network, there are partnership requirements... for example, a network like TGS requires a high subscriber and daily view count, where as a network like RPM or TGN do not (but also provide less benefits)
He maybe dont get them from mojang, but if he start playing other games with youtubes own partnership program, he will get them. It's more safe to join a gaming network

Mine looks exactly like that, but when I go to look at the requirements for different gaming networks they all say you should be enabled for monetization, which I am not. I'm currently looking to see if YouTube can correct the situation, as I believe it's a mistake on their end.
Yeah I've submitted a request to revoke it, but they haven't gotten back to me. I'd really hate to make a new account, so I'm trying everything else I can do first.

Most networks will not invest in promotions for new members, or even smaller members, outside of the occasional 'partner spotlight' situation - its simply not cost effective. What networks do give you is: a buffer between you and youtube, sometimes help raising cpm (varies), and sometimes a handful of perks (such as access to a royalty free music library, among other things, as well as a more focused method for you to find like-minded people to work with).
It's up to you to promote your work, and invest the time and effort to grow your channel (and that's actually written into most of the contracts you would sign for this type of thing...)
Are there any recommendations you would give then for a network for a starting out YouTuber? Or just build up a bit of an audience and then pick one at random?

Depends on your end goal... my gaming channel is with RPM, with the hopes of moving up to TGS... my art channel is still independent (may keep it that way... while RPM has "right of first refusal", I don't plan to partner my second channel anytime soon, so that won't come into effect)

This site contains all the information about it. in your youtube settings you simply click enable monetization.

Is there anything I can do about this, or should I just create a new YouTube account?
Some networks are for people trying to get sponsors and earn revenue who have already established an audience.
But what are some ones that help boost your audience and get you more views? I'm more concerned about that right now, then monetizing my channel.
