But I cant sit through a lets play without some sort of commentary. Even if its a bit boring, Ill give them the benefit of the doubt and watch their videos. Just look at the Mindcrack youtubers, they all regularly record voice and game-play, good inspiration right there.

If you plan to do a letsplay or Minecraft: XBOX360 EDITION, then yes, use a HD PVR and record your voice.
Be sure not all your tv's are HD only, cos the HD PVR requires component input and output.
Yes, record your voice, it's boring as hell watching a video without any commentary.
