My theory for enchanting is that pigmen left behind many valuable things in their entering of the Nether, one of which was their written knowledge of how to impove tools and armor. Books around the enchanting/enhancement table serve as extra knowledge, often containing ways to improve tools and armor in different or superior ways. Pigmen were extremely intelligent, so they could use this table easily, but humans need to learn the anatomies of creatures (via killing them) in order to learn how best to improve their items against them.
