These are some suggestions I wrote to the official suggestion email, but i'll post them here to see what the community thinks about them as well.
Don't drop the soap 2.0 has pretty much died already, because the frees had nothing to do. Make sure that guards drop items, maybe some sort of token system where a trainee is one "guard token", a guard is 1 token, and an alpha is 3 or 5 tokens. This could keep the frees occupied for a while.
The idea of having parkours with rewards was a good idea to keep the frees occupied, but it got way out of hand. My suggestion is to remove almost every quest, except a selected few. Every block should have one new quest. This would encourage people to rank up. When you rank up to free, there should be one or two new quests. The rewards for these quests should be XP, maybe food or a small amount of money in the prison, and the free quests should give regen pots. (Hear me out on this)
Blacklist opples. This would make regen pots the go-to healing method. Regen pots are difficult to get in vanilla, as you have to kill a ghast to get a ghast tear. Gaps (Golden apples) would also be used, but they are far less effective.
Make quests that you have to pay to unlock. (500k per quest?) these quests should have better rewards, such as a sharpness sharpness tokens. Sharpness tokens can be traded for sharp4 and 5 swords. Sharp6 and higher should not exist, as they break the pvp quickly. A s4 sword should cost 2-3 tokens, and a sharp 5 should cost 10-15 tokens.
This would make living off parkouring harder, lets just admit it, the parkour rewards were super OP. It would also let you buy more content by working in the omega lines when you're free.
Make omega useful to non-donor frees, fix the hotel, redo the mines, fix the community plots, and maybe add something new in omega.
Code a plugin that gives all new players 30 minutes of non-pvp, so hey don't get spawnkilled. They also get a chance to learn how the server works without them rage quitting.
To sum it up, make less quests, give each rank one new quest, nerf quest rewards, fix omega, blacklist opples, add quests that you have to buy, make guards worth killing, guard token system to buy items, and give all new players 30 min of non-pvp.
