OK So I had some people saying that new people get killed wayy too easy and that this turns a lot of new players away. So I made spawn city much bigger to remedy this. People still need permission to build in the market, but there is a decent amount of area on the outskirts of spawn city that is now free build but pvp disabled.

Made the following changes to staff this morning.

Swampire and buzzledude have been demoted to Veteran. Sorry guys but Minnesota needs more active Admins.
