Texture packs shouldn't increase ping time, but they may slow down rendering depending on your graphics card/GPU.
Painterly is an extremely customizable and popular pack, and is 16x16, the same resolution as the default skin.
If you want something that looks 'better' (Higher resolution textures- looks more 'realistic', if that term can be applied to a world built out of blocks.), then try 32x32, 64x64, or 128x128 packs. My favorite 128x128 packs are Sanguine's Textures and Aza's Arid Texture Pack (Google searches will find their forum topics easily.)
If you want to go extreme, there are 256x256 packs (which means that there is no resizing done to the texture in the file and the textures on the blocks- it's a perfect, lossless copy), however these have personally done nothing but crash my game whenever I tried to use them.
For anything higher than 16x16, you'll need MCPatcher to make the modifications to minecraft.jar that are needed to properly display them.

I have Brown and Bloomcraft, which is nice, however, needs to be updated. It will give a nice texture to the world, but has many drawbacks in that golden blocks and brick blocks have a quarter face of fire. Also, because of the beta update, there are the newer blocks that just show up purple. However, if you don't mind that, it isn't too bad.

I've got no problems with the gold and other blocks that show up with fire, there's a fix for that, but I can't for the life of me remember it.
As for the purple, yes, I can't stand it. My black cloth house turned into a radioactive purple nightmare in the sparkly sky, damn thing needs to be updated. : /

The key to bumping, without newfag bumping is generating some sort of two way communication called a conversation. Post something worth responding to, and your "bump" gets double points.
