This server has been running since June but only had 5 people logged in on Sunday Afternoon (U.S.). I think you may wish to consider the following:
Render distance is only 6. So forget about building a nice sprawling town that can be appreciated because you will only ever be able to see for a whopping distance of 6 chunks meaning you will never see the grand perspective of your town. If you lack ram, you could deactivate the Towny revert option and then probably be able to boost render distance to at least 10 or 11 because from what I understand, revert has to "listen" a lot and that kills ram.
Speaking of towns, Towny does not make sense on this server because there is no grief permitted in the wilds, this rule invalidates the need for Towny. Why bother with rank and earning money to buy a town when I can build anywhere since there is a no-grief rule anyway.
What makes Towny fun is that it is a safe haven in the midst of the "wilderness". This lets players enjoy the safety of a Town and the harshness of the unprotected wilderness all at once. But the way it is used here, it is a safe zone within a safe zone and thus not even needed.
I also don't get why this server is white listed. Someone in-game said its to bump this thread so that you can get traction. But you don't get traction by throttling back new users that want to just jump in and start playing, that tends to have the opposite effect because white listing your server *slows down* the growth, it does not speed it up. And here again this is a problem with a Towny server because Town owners that want to grow a large town will never be able to because the server is white listed and anyone that realizes that before joining, will often times not even bother to join to begin with because white listing is a hassle. And of course white listing a server also invalidates Towny because towny already offers no grief protection to those that settle or move into a town, white listing is really only considered on servers with no form of grief protection.
And look at all the posts in this thread. How many are useful? How many offered insight or feedback or just a way to improve one little thing? This is what a thread looks like when trying to control an outcome. Instead of trying to force people to promote your server by withholding progress in the game unless they post, why not *motivate* them with rewards instead ... and in the process have them say what they like about the server.
