I really dislike unprotected chests because I have had nothing but bad experiences with them in the past due to glitches and stuff, but if the server is safely guarded against cheating, then I'm totally fine with them being unprotected. The main reason I dislike it is purely due to the glitches and bugs, and the other is simply because I like cannoning chests, it's fun and without the need for that part, every raid feels like it is missing a fun step.
With Factions part of the fun is in overclaiming the faction you're fighting against. When you kill them repeatedly, their power drops and you can /f claim their territory if their power gets low enough and you get access to all the chests, and at the same time removing their access, making overclaiming a chest room a very rewarding thing to do.
About the bugs and glitches...
For example, in our territory we can place a block on top of a chest. This block prevents the chest from being opened while the block is on top of it, effectively securing our chest without proper "chest protection" because it works off the terrain protection and making the chest un-openable, but this by itself isn't a reliable means of protection because without good anti-cheats, other players can simply break the block above the chest and right click it before the block respawns, getting access to the chest when they shouldn't be able to.
Also, you can spam open a door and hit people behind it if they're standing on the other side. Same goes for 1-block thick walls, break a block and you can hit people before the block respawns.
I haven't had a chance to test these on this server yet, but all of these things are unfortunately possible to do unless the anti-cheat has something in it to prevent this kind of thing specifically.
Some servers are sufficiently protected against these bugs, but most aren't. I hope this one has them already or gets them soon.
If you need help testing glitches or bugs in the anti-cheat, I can help with that. I don't know all the glitches in MC, but I do know a handful. Haven't used a cheat client in years, so I'd only be able to test things that are doable with the vanilla/optifine client.

The old one is still up so if this downtime isn't caused by you doing maintenance or something, then perhaps this is an early sign that the new host isn't reliable.

It has been down for hours on my end too, that probably is what is going on.
