Unfortunately, after reviewing our tickets and feedback forums during the date range this was posted, we couldn't find anything in regards to your claims. This is not to say that you did actually have a issue with our services, this is just pointing out that we have no way of knowing about these issues unless you report them. especially ones that only a single client experiences.
In terms of our control panel, we actively monitor logs, especially those related to our entire customer base using http://www.splunk.com/ - while this is mainly used for parsing through server logs to detect issues with our minecraft servers, we also forward our PHP error logs to this system as well. With this said, we can safely say that our control panel served a 100% uptime during the month you were a client. It is possible the issue was isolated and only you experienced it, in which case we would have directed you to our fail over control panel while we debugged the issue you had. (Another thing to note about the way we calculate uptime - we also include scheduled maintenance in our calculations, producing a number that is actually relevant to our customers. Our goal is to be as transparent as possible)
As far as OVH goes, we have servers all over, including OVH. We can safely say that the only thing "budget" about the provider is their prices. Feel free to take a look at http://weathermap.ovh.net/usa and you will notice that the network is well put together.
Finally, I briefly recall looking at your support ticket (which did not include any of the issues you listed above), and believe that your entire issue was resolved the same day it was reported. A small disclaimer with this claim though, I cannot be sure that we are talking about the same ticket unless you provide us with that ticket number.
