There is a servermod that lets people granted certain permissions switch back and forth, yes.
There's another mod which lets there be multiple worlds, one survival, one freebuild, etcetera. I doubt I'd use that, though. I feel like it wouldn't work well with Minecraft updates.

I decided to read the thread, and just letting you know that the plugin would do fine with updates, it just takes up a lot of RAM because of all the files that are present for each different world.

4GB would be more than enough, I had 2 worlds on my server with 2GB of RAM, also don't forget about your bandwidth, after doing a quick google search, each person connected to the section would take up about 30 kbps-50 kbps of bandwidth.

On the other hand, this is like a 2003 computer (or something) running Windows XP, probably like 1GHZ processor. I'll have to check the exact numbers, but yeah. Actually, when it comes down to it, I'm not entirely sure how much the RAM upgrade would do, and you can't upgrade a processor. Hmmm...

Ah! So you are! I was unsure how to go about contacting you, though, because you had no sort of Askbox or anything. Good to see you found the post!
Also, the number of notes is sadly not the number of people interested. I reblogged it a few times to signal boost, I had jerrymojo2 reblog because she has waaaay more followers than I do (by about 5x), and some people both liked and reblogged it. I also got a few people not from Tumblr, too.

By the way, I don't know how to even make an ask box, so instead you can just message me on skype (pm for username) or my youtube (user/iLawltastic) if needed. I use both commonly.
I've used Multiverse on my own servers before, and I can say for certain that with ~20 people across 2 or 3 worlds, 2-4GB of RAM should be just fine. The real issue you might run into is your processor, depending on just how old your computer is; as long as each core is at least 2GHz, however, you should be just fine. I was running a little server on an Intel Atom processor, with each core capped at 1.4GHz, and that was a pretty tough stretch for more than 5 or so people simultaneously. Note that each world is not that different from having an additional Nether. Worst case scenario, you can always reduce the view distance for the server until you can upgrade farther; people can deal with that, I think. 1GHz is going to be a crawl, but it still might be technically more powerful than the Atom I was using, so... Worth trying, at the least.
I've also used WorldGuard and WorldEdit fairly extensively for small servers. Neither are particularly necessary, especially if the server is full of cooperative people, but WorldEdit is quite handy if you want to set up a spawnzone and things like that with relative ease. CommandBook is made by the same person, and once again a really really useful mod. All of these update rather quickly whenever there's a Bukkit update, and often will actually still work even if they aren't updated (though a new block type might not be named, or something else minor).
I also have to reccomend Dynmap, because it's just the best thing. Really convenient, is all.
At any rate, mods aside, I'm open to either Survival or Freebuild. I think Survival tends to get cluttered less quickly, and spelunking is always fun, but there's nothing wrong with freebuild, either.
If it comes to the point that the server simply isn't working out, I might be able to pitch my own box into the cause. The downside is I'd pretty much be stuck requiring Hamachi to access it and I already have a small (5-ish people, so not that big of an impact) Minecraft server running on it. That said, it has a 2.5Ghz dual-core processor and 8GB of RAM, so it's not like it would break a sweat, and it's already on 24/7 anyway. Let me know if you want to go that route.

Replacing a processor is usually a thing you can do, yeah. You'll need to make sure that the processor you get will match your motherboard, though. To do that, you'd want to check the model number of your motherboard, then search for it online to see what socket type it uses. Also whether it's AMD/Intel (though that may well be written on the motherboard, and it's not like they use the same sockets anyway). All you need for a solid Minecraft server is 2+GHz, in my experience. I reccomend a more powerful single or dual core over a less powerful triple or quad, simply because Minecraft only really uses one core at a time (at least from everything I've seen). This also means extra cores won't be particularly useful to you unless you're doing more on the same computer.
That being said, processors -are- soldered into place on laptop motherboards, and sometimes on micro motherboards. If you're using a standard desktop tower, there should be nothing preventing you from replacing the processor - unless it really is that old. At which point I'd reccomend upgrading your hardware anyway. *shrug*

EDIT: Speaking of 'bee', if that Minecraft&&Homestuck mod isn't/doesn't become server-compatible, Tekkit (with some modifications once the next new tekkit version releases, because the whole Forestry thing stopped being a thing that is included), or just some of the mods that are in it if the whole 'credit, donation link to the original modders, but no official permission' thing is an issue for you guys (particularly Buildcraft, IC2, maybe EE if we want to keep the 'alchemizing' feel, and Forestry, which is the one that clicked with me as soon as I included 'bee' in the first part of the post via Sollux's quirk), would be a thing that would be cool to at least consider including.

For instance, Minecraftstuck (the blog, not the clan, I didn't recognize that I was stealing his name at the time of thread creation) has selections for God Tier, normal, Trickster, Dreamer, or whatever, and for RP purposes, having multiples of a character (except for Dave, but he's not an exception to the rule) does just not make sense. However, there are doubtless enough characters for everybody. I think I had a maximum of like 20 people interested, and there are 41 available currently. I'd say we're safe.
