Thanks for any and all help. I am trying to set up a 1.7.4 server for my kids. I will host from my computer. My computer is an i5 windows 8 machine with 24gb of ram. Not sure what additional info you need about my computer.
I have a wired connection and the other computers (2 windows laptops) use a wireless connection. I would like to be able to play both LAN and have other log in to play through the web.
The cable modem is a Motorola.

I can connect to the server through localhost and the internal ip on my machine. The other laptops can not connect to the server. The other laptops tried both internal ip, WAN, and typing "localhost" none of which work.
I really look forward to your help getting this fixed. I hope to play minecraft with my sons while I am traveling.

I did follow the tutorial on portforward.com and set up an ip on my machine. The ip is the same as the one I set up below.
First: Here This Might Help Have You Let Minecraft And Java Go Through Your Firewall If Not Here is How You Do It: Control Panel\System and Security\Windows Firewall\ Press Allow An App Or Feature Through The Windows Firewall/ Press Changes Settings/ Press Allow An Other App/ Add Minecraft And Then Check The Public Box Same With Java DO The Same Thing And Then Check Public Box For Java(s).
Do the First Thing If That Helps You You Can Stop Or Keep Read If It Does Not Work.
Second: If You Want Other Kids Out Of Your Wifi To Play On The Server Go On Ip Chicken And Give That Ip To Them
Third: Make Sure Your Internet Provider Allows This I Know Rogers Does Because I Have It And I Have A Server. Also If you Have Ip Filtering You Need To In No Choice Disable That NO MATTER WHAT!!!!
Forth: Last Step If Nothing Helps You Call Or Go To Your Internet Provider (e.x. Bell Rogers Etc.) To Get A New Router Or Modem Or Ask If They Can Port Forward The Server For You.
The More People You Have On The Server The More GB Your You That Internet Provider Provides You.
If You Have Unlimited No Worries. Also Make Sure Your Internet Speeds Are Fast Enough.

I had the same problem as you when I first tried to host my own server, I had the Ports Forwarded correctly. For some reason I needed to make my IP Static to obtain a connection. You should also try this.
I can't explain exactly why, But they said it had to do with being outside my IP Range or something.
When Some one connected to the network they get a range of 191-199 So I made mine 254 To be outside it. I'm not really sure what this has to do with people being able to connect to a server but it made mine have a connection.

I tried everything you suggested to no avail.
Please look over the attached screenshots to see if I set up the firewall correctly.
On the other computers we tried both localhost, 192.168.0.12 and the IP provided by IP chicken.
Can you think of anything else I should try?
