Hello! I am trying to figure out how to mix and match textures from the old and new textures, both of which exist in the base game without downloading any mods. Specifically, I primarily want the classic textures, with some of the new textures specifically added.
After searching down the rabbit hole and doing some research I've downloaded Winrar and found the Minecraft textures folder by going to .minecraft to versions to 19w34a to the jar file to assets, then minecraft, then textures. Finally, I found the texture files! These are the new textures. I want my world to primarily have the old textures, however, with some of these new textures replacing the old textures. For example, I want the old textures, but I want the new glass, new nether brick, etc. The issue is.... where are the classic textures stored? I get that I can take these texture files shown below, copy the one I want, then replace that texture file in wherever the classic textures are stored, but I can't for the life of me find them. Yet I know they must be somewhere because they exist in the base game- the base game lets you select the old textures under settings, resource packs. When I go to the resource packs folder in the files, it is blank.
Any help much appreciated.

So there is an answer to your question but it's long and a bit complicated... and ultimately unnecessary. There's simply an easier way to get what you want.
The old textures can be selected in-game. It's called "Programmer Art" or something like that. Since you want this to be the dominant pack, it makes sense to just use it!
But what about those few new textures you want? Well, the easiest way to get them would be simply to make a new pack and include ONLY those textures that you want in the pack. Just extract them from where you've found them. You'll need to set up the folders the same way in your pack, of course, but even then you don't need to include any folders you're not going to be using. So if you're not using any updated entity textures, you can leave the /entity/ folder and all of it's sub-folders out of your pack. Just include only the things you want updated and the folders they rely on, and not a thing more.
When you've created this new pack with only the few textures you want in it, just select it and make sure that it's ABOVE the Programmer Art pack. This will cause the few textures that you have in your pack to override the ones in the PA pack, but leave the rest alone. That is, as the old default.

I managed to get my "custom pack" (currently only has a glass texture to check) in the resource pack page of Minecraft, as shown below. However, when I go to Minecraft I still see the Programmer Art glass texture. This is true even though "Whimsy_Textures" is set as higher priority. Did I do something wrong in setting up my resource pack folder?

Yeah, you made a pretty big and obvious mistake. A newbie move to be sure, but don't worry. It's pretty easy to fix.
OK, so, remember when I was talking about folders? Well they're actually important. Minecraft doesn't just look at the file name, but also what folder something is in. So right now you have two texture just in the folder, but Minecraft is expecting those textures to be in "/assets/minecraft/textures/block/" So when it looks and sees that they're not there it just goes "Oh, this must be something other than what I'm looking for so I'll just leave it alone."
To make MC understand that you're trying to replace a texture you'll need to recreate all of the folders that lead up to it. This goes for everything. Your pack should mirror the default files in that regard. If the original is in a bunch of folders, yours should be in those same folders. Understand?

So for example if you're not going to use the creeper textures, you don't need to create the chain all the way up to "/assets/minecraft/textures/entity/creeper/". You can just go to "/assets/minecraft/textures/entity/" if you still have other entity textures, or just to "/assets/minecraft/textures/" if you're not using any of the textures found in /entity/ at all. Make sense?
