So im using the versions 1.8.9 and 1.16.4. I have a specific resource pack for both but whenever I switch one to another, the resource pack won't save and you have to manually enable them again. Is this normal or is this a bug?

It's normal. Those versions are so far apart that packs aren't generally cross-compatible between them so Minecraft de-selects them automatically as a safety feature.
I suggest setting up separate folders for each version instead of running them both out of the default folder. Then when you select the profile you want from the launcher it'll read from that separate folder, complete with its own options and copy of the pack. That way you don't have to worry about re-selecting it all of the time.

Select the profile you want to move, and click the three dots button to the right.
