Depends on what you're talking about. Blocks no longer have damage values, using a blockstates system instead. Items use DVs to determine their durability (which is where the term comes from), meaning that items without durability also lack DVs.
So how many textures can I fit in one tool that has durability?

Presumably as many as the tool has uses available. Each tool is different. Check on the wiki to see how many uses each tool has.
(And before you ask, no, Unbreaking doens't increase this number it just gives a percentile chance of a "use" not changing the counter)
