Hello word! As you all know, it takes modders a long time to update to the latest version of Minecraft because of the internal changes that occur. Especially, the upcoming 1.13 Update Aquatic. (Mojang has basically reprogrammed everything.) That's why most mods are still on 1.7.10. So, I thought, is there are mod that brings new features to old versions of Minecraft? If not, is there anyone that could make one?

If you mean bring features from 1.8+ to 1.7.10 Minecraft, Et Futurum does that wonderfully. Sure, there's some things it can't do (Guardians/Elder Guardians, new water physics, etc.), but it is amazing with what it does bring.

I have a mod that does this for 1.6.4, "TheMasterCaver's World", link in my signature, though many of the features are intentionally not exactly the same; for example, I added Mending as a direct replacement for simply renaming an item on the anvil to keep the prior work penalty from increasing and still requires that you repair them on the anvil, instead of repairing items with XP you pick up while using them (thus, the repair cost is largely affected by the enchantments and material, which IMO is a gameplay balance feature that was lost in 1.8). A bigger issue is that it is not a Forge mod and can't be used with any other mods aside from Optifine (I made it for myself and do not use any other mods).
Of note, an upcoming major update will add some 1.13 features, including new ocean biomes and related features, even some changes to water rendering (the current version already makes use of bark blocks for the branches and trunks of trees, if not available in Survival or placeable even in Creative).
