Cover systems are more for third person games than first person games, mainly because in a third person game, the camera is separate from the player. While Minecraft does have a third person viewmode, it essentially functions the same as first person view. This would be the first hurdle to cross in making the mod.
The easiest part would be the act of taking cover. Simply recode sneaking so that the player crouches closer to the ground, and if they are sneaking near a corner, or one block high ledge, give the player view of what is just past that cover

well i did request this for 1.7.10 and there is shoulder surfing, but I was asking for this to put together a first person experience similar to dying light/mirrors edge
Essentially what I'm asking for is a cover to cover based system for minecraft similar to that of uncharted or the last of us
