Hello I have been pondering due to circumstances logblock has not been updated to 1.8 ( we all know why) so maybe making a alternative with command blocks so a few questions need to be answered
1. How would we detect a block is broken anywhere in the world
This system while very possible, is very complicated and would take not only a long time to build, but a long time to explain.
Because of this I'll just answer each of your questions in brief summerise of the methods we would use.
1. Using a scoreboard objective for each indevidual block type that would be detected by a simple scoreboard commandblock system
2.using math every time the score increments we would summon a placeholder armor stand at the location of the player, convert his coordinate tags into scoreboard values, and record those values with a method that would be discussed later.
3.names are automatically saved to scoreboard.dat by vanilla minecraft.
4.this is the difficult part there are many different methods we could use to record/display the data, and none of them are easy... We could place them on a sign using the Text1,2,3,4 tags, but that would take up a LOT of space. we append them into a book, but that would lots and LOTS of VERY complicated command trickery. We could record it in a command block tellraw command, again lots and lots of trickery. Immediatly display them in chat, lots and LOTS of spam, so on and so on....
this concept, while possible, is hardly thinkable...

ok so lets simplify the system to make it a bit smaller
1. we select the most common blocks to be greifed (Stone Brick, Glass, Pistons,stone,cobblestone,wood planks) so we make a scoreboard for them
2 & 4: so would them coordinates be in the scoreboard.dat?
by in scoreboard.dat i mean that the objective values that are saved per would. We can view these values with /scoreboard objectives list, but if we we to access them there we would run into another problem. in my original thought we were going to use scoreboard objectives as a temporary place holder, but if we were going to store them there we would have to create an individual objective for each instant of block break . Which would lead to more issues, that would most likely lead to more...
BTW, while I have expressed how complicated this would be, It is possible, and if you really want/need this, and you are willing to spend some money, I'm sure you could commission somebody to do this for you. Just a tip..
