I normally run MC (pre 1.2) around 340 FPS and now its on 240, on my survival world with Fast, Smooth on, no bobbing, far distance, max fps and clouds off.
I don't have any new blocks or haven't used laterns. I don't think there's an actual noticable difference between the two, but I'd figure it was worth inquiring about

Usually, anything above 30 or 60 FPS (Don't rememer the exact number your eye can actually see) your eyes can even detect. So dropping down that far shouldn't be a big deal. Although, you can still feel it.

My framerate fluctuates at a multitude of levels each time I play Minecraft. I admit I don't really understand it, though I suspect background programs likely play the role of cause. This may be the case for you as well.

Woah, tough luck. That framerate drop sure is lethal, especially if it lands on your head.
Luckily I'm immune to that cos my framerate stays at a constant, fantastic 5 FPS with everything on lowest.
In my opinion, that frame rate drop probably isn't too bad. You might have not even noticed if not for the diagnostics in the game.
Still, you can use Optifine to try to boost your FPS.

Sounds like a software or, if the computer gods frown upon you, a hardware issue.
