So I have a world that was made before 1.12. My concerns are I have to get the achievements all over again. For example, I used a totem of undying to save my life. And I also got a wither skeleton skull before. Would it be considered cheating if I used commands to get the advancements (when 1.12 comes out) I've already done before 1.12?
Examples:
I've made a full beacon before 1.12. So I'm going to give myself that advancement.
I've collected dragon's breath before 1.12. So I'm going to give myself that advancement.
It is up to you whether you think it is cheating (if you need to ask you probably do feel some guilt); if I ever updated to a newer version I'd copy over the stats (by which I mean the number of blocks mined, mob kills, etc) for my first world, which means manually editing the stats files, which could be seen as cheating (prior to 1.7 the game will reset the stats file if you try to edit it unless you just change the name since it saves a checksum, obviously to prevent this).
Also, for some of these you can easily get them again in Survival; you don't need to build another beacon, just re-activate it (mine the beacon block and replace it), or even just be within range:

In fact, the game (at least for 1.6.4) actually counts the number of times you get an achievement, even if you only get the notification once, so I know their triggers continue firing once you've gotten them so you may only have to get within range. The only issue is the prerequisites (summon/kill Wither, etc).
I already even edited my world save with an NBT editor to change the "owner" of tamed animals to my current name after I changed it, since 1.6.4 does not use UUIDs so the game would think I was another player (it would be easy to replace ocelots but since 1.6 made wild wolves despawn I've never seen any in that world).
Personally, I would see it as an opportunity to do it all over again and since it's been done already - chances are the second time it will be easier, anyways. Just save that task for a day that you don't have anything else going on. It will still feel good to get those achievements again, a lot better than it would feel to just type in the commands, I think..
In short - cheating? I wouldn't use the word cheating.. but it is illegitimate. Although, there is the fact that it's a MC update that is at fault so.. I dunno

Why do I still play in 1.6.4?

Is it cheating? Technically, yes. You're using a feature meant for another mode/mapmakers as a shortcut.
