I Really Have No Idea. Perhaps They’re New Speakers Of English And Are Not Yet Accustomed With It’s Grammatical Quirks? Perhaps It’s A Bad Habit That They Wish To Rectify. Maybe They’re Trying To Annoy Everyone.
Either Way, It’s BETTER THAN TYPING LIKE THIS ALL THE TIME.
(By the way, there is a Capitalize Every Word case in M. Word and many word processor programs that allowed me to do this message with relatively little effort. Just a small tip.)

I Really Don't Understand Why People Type Sentences With Each Letter Being Capitalized. It Took Me Half A Minute To Type That First Sentence. It Really Makes No Sense. Maybe They Have Extreme OCD? Maybe They Have Phones That Automatically Do It? Maybe They Have Translators? Who Knows? I Just Think People Really Need To Stop Typing With Every Word's First Letter Capitalized. It Gets Really Annoying, And It Is Hard To Read. Also, The Whole Thing Took About Three Minutes To Type.
It's probably them liking the way it looks, I used to type like that and I thought it looked great until one day when I sort of snapped and started hating it.

I think it's because they think it makes them look smarter and like what they are saying is somehow more important, i used to type like that sometimes for making something look more important, that was a long time ago though xD

Yeah, I Do Sometimes Wonder Why People Decide To Type Like This. I Mean, It Doesn't Really Make Much Sense Unless You're Just Now Learning How to Capitalize, And Even Then It's Kind of Dumb.
As for thread titles, I find it makes them look a little more 'official'. Like how news headlines are capitalized sometimes.
Two things I can think of. Firstly, it messes with the way most people's brains have come to parse written statements. Thereby forcing an altered flow of processing that without practice takes more energy to accurately decipher. For Example For Me To Type This Statement It Forces My Working Memory To Dump A Lot Of The Prior Strings Of Data And The Associations Between Those Pieces Of Data, Because My Muscle / Pattern Memory Formed Via Plasticity Strongly Encourages That Action When Pressing The Shift Key To Capitalize A Word, As It Was Priorly A Beneficial Thing That Reduced The Amount Of Data Processing Required To Create A Statement Accurately. Now It Becomes Maladaptive As The Task Changes To One That Is Never Needed. Similarly People Reading Come To Parse Statements This Way To Reduce The Processing Required For Comprehension. The Break Produced By A Capitalization Is Usually A Mental Signal To Process That Part Of The Statement A Certain Way In Relation To What Is Around It. This Habit For Easier Comprehension Has Now Been Made a Maladaptive Change As Well.
Essentially, if you're already used to that and have the logical steps required to reason through it fluidly, similarly ingrained in those pathways, it becomes advantageous. It's slightly harder to read, and it distances both the reader and the writer from the statement as a whole. This probably is what makes it humorous if that's the draw, as the flow of things gets thrown off and becomes uncanny or more interesting.
Secondly. They could be on a cell phone, or some other device of the sort. I've never actually bothered to own a cell phone, but I have seen some that did that. Alternatively, they could think it looks proper...and everyone else is just doing it wrong.
Wow. Re-reading this, unless I focus on it, the capitalized letters rapidly jump between capitalized and not. Interesting. Text frequently looks like a bunch of lines moving and squiggling around on a screen, but that's a new addition...gives me an idea...an idea I should write down...
