Well no, that's a logical fallacy. The correct statement would be that while a majority of Americans are employed, 9.1% are not. You're in the minority. Scientifically speaking, most people mature mentally with age. Brains change from adolescence to adulthood. A 14 year old's brain will not be as mature as an adult male's brain. There are exceptions to this due to a variety of reasons. Poor education, mental impairments, being raised in a poor environment, etc. They are still not the majority though.
People can act mature for their age.

It all depends on their experiences.
And older people do have more experiences, but that doesn't mean they are more mature because of it. It depends on what the experiences are.
