The 3DS has a pretty limited library right now, and has drummed up a lot of negative attention (as well as some positive). It's kind of a gamble when it comes to new software. Luckily it's backwards compatible with DSi and DS games, so it's older library is decently stocked.
DSi is less expensive but isn't as expensive as the 3DS, so there's that. You'll have to rely on the DSi's library of games, which is decently stocked, but... eh...
The classical DS can play DS games, is (presumably) cheaper than the DSi, and is backwards compatible with Gameboy Advance games, giving it a much, much more vast library of games. However, it's library isn't going to grow too much, and you may not care for gameboy advance...

Of course, there's other things to buy other than a DS.
