To my knowledge, I don't think Activision/Infinity Ward has released any information yet pertaining to perks or streaks related to the newest CoD. I hated Modern Warfare 3 and Black Ops 2, but Ghosts might not be so bad, considering they're writing a new engine for the game since it is debuting on an 8th gen console. Even if it blows, there's always Battlefield 4 to look forward to (that game looks damned gorgeous.)
I'd like to see;
Tier 1:
Vulture - Begin with double ammunition, resupply from the fallen.
Vulture Pro - Resupply lethal and nonlethal grenades, and equipment if it has exploded/been destroyed.
Flak Jacket - Take less explosive damage, reset grenade timers on throwback.
Flak Jacket Pro - Take less flame damage.
Ghillie Suit - Undetectable by spy plane.
Guillie Suit Pro - No red crosshair, no name displayed. Character moves as little as possible when prone. (No mouth movements or other dumb, unnecessary movements whatsoever. Character actually acts like a friggin' sniper.)
Awareness - Undetectable by player-controlled streak rewards.
Awareness Pro - Undetectable by npc-controlled air support.
F.N.G. - Streaks require one less kill/100 less points.
F.N.G. Pro - Change care packages, change and/or capture enemy packages much faster.
Conditioned - Move faster, jump higher and farther.
Conditioned Pro - Climb faster, take much less falling damage, switch between standing, crouching and prone positions faster.
Squad Leader - Receive 100 bonus exp for each assist.
Squad Leader Pro - Receive 200 bonus exp for each objective guarded/assaulted/taken/destroyed.
Tier 2:
Reflexes - Better hip-fire accuracy, faster melee recovery.
Reflexes Pro - Faster aiming after sprinting, catch thrown knives/axes/grenades with proper button timing while facing it.
Toughened - No penalty to speed or focus when shot while sprinting.
Toughened Pro - Regenerate health slightly faster, flinch less when shot.
F.M.J. - Inflict much more damage when shooting through walls, cause sprinting players to slow down slightly.
F.M.J. Pro - Inflict much more damage against vehicles and sentries.
Sleight of Hand - Reload faster.
Sleight of Hand Pro - Aim down sights faster with all weapons except sniper rifles, swap weapons faster.
Firepower - Replace secondary weapon with an additional primary.
Firepower Pro - Allow one attachment for second primary.
Bravery - Take no damage when diving through windows, run faster when being shot at.
Bravery Pro - Gain ability to stab, shoot, or throw hatchet/knife while diving through the air.
(Successfully stabbing someone mid-dive results in a quick, special take-down assassination.)
Warlord - Equip one additional attachment on your primary, bring an extra nonlethal grenade.
Warlord Pro - Equip one additional attachment on your secondary, bring an extra lethal grenade.
Tier 3:
Tactical Mask - Pass through gas unharmed.
Tactical Mask Pro - Significantly reduce the effects of nonlethal grenades.
Runner - Sprint for longer durations.
Runner Pro - Sprint indefinitely.
Assassin - Make no noise when moving, jumping, deploying equipment or prepping grenades.
Assassin Pro - Melee becomes quieter, backstabs become custom assassinations. Two opponents, when positioned close enough, may be killed simultaneously. Enemy footsteps are much louder. Undetectable by 'sensory' equipment such as motion sensors.
(For deaf players, on-screen indicators such as sound waves may be used to let the player know where the footsteps are emanating from.)
Scout - Hold breath longer when sniping.
Scout Pro - Immune to counter-spyplane and EMP.
Agent - Gamertag is displayed in green at a distance.
Agent Pro - Character dresses similar to the enemy, gamertag remains green at slightly shorter distances.
(A successful backstab while using Agent Pro enhances the characters disguise, does not affect true gamertag detection range.)
Medic - Replaces all grenades with three morphine shots. Forces health to instantly begin regenerating when used on a wounded teammate or self.
Medic Pro - Start with two additional morphine shots. Revive downed teammates with morphine shots if able to get to them within ten seconds of their death.
(Revived teammates take three times as long to regenerate health naturally after being brought back. Characters must wait eight seconds before being eligible to receive another shot.)
I'd also like some sort of dueling mode to be added to the game that activates when two players attempt to melee each other at nearly the same time. Something like, say...a short combination of buttons appears on the screen. Whichever player enters the three or four button code first then executes a quick but brutal assassination upon his enemy.

The melee thing would be horrible with lag compensation but maybe it would be fine.
Also keep in mind that I really only liked CoD 4.
Absolutely no perks whatsoever and no regenerative health. No unfair advantages and no supersoldier-ness.
Then I would consider even touching the game.
Actually now that I think about it, I think the past couple games have had some sort of 'core' mode, where it's like a retro FPS in that there aren't perks and streaks. Might be wrong or skewed, I stick to traditional TDM usually.
