Please read the whole post to get a full-grip of these issues. Thank you. I recently installed Skyrim again. Today, in fact, if you look at the date posted. The only things remaining of the game in my computer were save files. I had manually uninstalled all leftovers from my computer.
Anyway, I made a new character, and along my adventures trying to find Bleak Fall's Barrow (in which I will explain another problem) I found a horse, just wandering around, though it had to be stolen, ect ect. So trying to shorten this up, I stole this horse in sneak mode, had gotten off the horse multiple times to fight things, and could stand back up. Then, I died from falling, and had to reload to the time just before I got on. So this time I got on the horse in sneak mode, and I fast-traveled to Whiterun Stables, knowing there was no path up the mountain on that side (yeah, bad direction) and wanting to stable him so I could go, then come back to an alive and stationary horse. Well, I got off, and couldn't stand back up. I got off, was still in sneak mode, and could not press either of my control buttons (which are not broken) to stand back up. I had a similar problem with my inventory button, (TAB), but just had to hold it down for it to work, but holding it down did not do the same for control. I checked my controls, reconfigured it, then put it back, and it still did not work. I restarted the game multiple times.
There are 2 other problems. 1, is that when I go to the map, and look at it, it's blurry. I don't mean like underwater blurry, I mean like bawling hysterically and eyes stinging shut blurry. It's so bad, I can't see any roads, and can barely make out features. The icons are fine, though.
The last problem is that the lighting outside is completely fezzed. It looks like a lightening storm is always raging! There isn't, but what happens is getting near a lamp, or just walking outside will make it dark, then return to light again, constantly changing light levels with no reason and sharp transitions. Similarly, I was on my horse, and near a river, but I didn't know! The water did not look like it was there AT ALL. Everything was seen completely clear, and if I recall, no water sounds were being played. I could swim in it though...
Now, taking into consideration that I had modded this game, then on THIS install being completely fresh and new, NOT modding anything or even so much as looking at the files, it acts up. I run the game on the only thing my computer can handle. Low. The lowest default settings it detected for my computer. I run on Windows XP 32-bit and have an NVIDIA GeForce 7600 GS graphics card. I updated the drivers because Skyrim always lagged, and now it runs smoothly, but I updated the drivers after I started my game (not while it was running, though). I didn't redetect graphics settings after updating.That would be my first guess of where the problems lies. I run no other programs during Skyrim's operation, and my computer has a lot of free space and is very clean. Why this is happening now when I have done nothing to "egg it on" is beyond me. My second guess is that I have no new updates for Skyrim installed. I installed it on Steam, but I doubt it patches the update in with it at the beginning. Could this be the source of the problems?

I've had the water problem in another game. It is your GPU which isnt good enough to handle it.
Nononono, my GPU is fine, it doesn't lag anymore since I updated the drivers, and BEFORE I updated the drivers it never did this, so that isn't the problem. It's some weird technical thing, I suppose, but my GPU can run minecraft with an HD Texture pack on a server flying in creative mode. CPU intensive and GPU can keep up. It's just newer games that get it itching.
