They aren't free copies. They are paid codes that are being transferred. I don't know much about steam or PC gaming outside of Minecraft but I'm pretty sure this is perfectly legal and accepted in the Steam community.

I think this whole thread is pretty cool, people being generous and sharing. I hope those who take also try to give

Nope. It's gifting games. The games are payed for, but they aren't redeemed by the person who bought it. Instead, they give away the game.
