Well, some do just want to try their luck and ignore the rules, others just hang around and leech, while the rest just go to the last page directly to see what's up.
Maybe it's time to have a new goodwill thread with a blacklist hahas.
Naa, just ignore people that ask and give games in goodwill when you have them, no blacklist needed.
Well, you do have a point, having a blacklist would kind of defeat the who 'Goodwill' point of this thread. Still, it would at least filter those who do not read the rules and those who horde gifts.. Not that I have anything against someone who wishes to gift games how they would please but I just want everyone to have a fair chance to receive the kind gesture of goodwill.
That said though, one of my favorite franchise that I have enjoyed last year is up on sale however, due to region restriction (Damn you Steam!) I can only purchase it as a gift for somebody living within Indonesia, Malaysia, Philippines, Singapore or Thailand. So if any one is interested in ANY game from the Tomb Raider franchise and is living in the above regions, leave a message ON THIS THREAD and let me know which game you would like! I would probably just pick randomly tomorrow when I get off work. If nobody is interested then I guess I could treat it as a discount for my next purchase lol.
And for anyone else interested in the franchise and is looking to get into it, just fyi, while Tomb Raider 2013 is a reboot and there is absolutely no need to play the previous titles, I HIGHLY recommend that you do. Tomb Raider is all about the puzzles and the well, tomb raiding so although they may be old, it's still worth a play.
PS: Please have a public profile so I can see what country you are from and if you have activated the game. I only mention this because I gifted a region locked copy to a guy via one of those gifting sub-reddits and he just exchange it for other stuffs.. How sad :c
That's not a very good rule. Unless your begging for it, asking if somebody has a code for a specific game might let them know that someone is interested. It's also a good way to check if anybody has them or if it's something that is commonly sold on here.
Selling stuff on the MCF is strictly prohibited apart from the Art Shop area.

As far as I can tell;
If you are referring to being able to do cross region gifting, no.. There is no timing or period involved, I can't do it without resorting to using a VPN or something like that. To my knowledge atleast.
If you are instead referring to the ability to gift region locked games to other within the allowed regions, it works the same way as global games. I can buy for someone directly or even gift the game. I just can't trade with it for 30 Days.
But honestly, though I get the need for region locking, it feels that Valve once again half-assed the work. Some countries still get weird inflated prices and people who want to buy a game while overseas or for a foreign friend are just basically told to suck their thumb and deal with it.
