I've heard this subject so many times, being a fan of both games.
They are very different, and you cannot calculate the difference battle conditions.
A writer could write it both ways and make it very believable.

Alex brought down his blade, earning a narrow miss to the stranger's head. As the stranger shot arcs of lightning at him; they were absorbed painfully into Alex's shield; moulded seamlessly into his arm.
Alex leaped into the air, and dove downward with newly grown claws. The stranger was lacerated; his flesh easily slicing apart.
Cole couldn't believe his luck.
The electricity arcing from his hands seemed to be repelling the monster!
He continued pushing; shocking.
The morphing flesh seemed to burn beneath his touch.
At last the creature was dead, and Cole collapsed onto the floor, exhausted from the effort.
And if you decide one story is more legitiment than the other, that is due to bias.
