Japan is a pretty old-school place. There'd probably be enough political opposition within the nation that it'd break down into a mild civil-war. It's also a nation that very recently would have come out of feudalism.

After years of constant bickering among political figures, a decision was made. This decision would, of course, have some benefit to the canadian people and, in some cases would be common sense. Yet, before that decision is discussed, a summary of the recent four years of bad economy is in order.
First, crime, it has appeared and is causing some quite serious problems for canada. But, then again, every country has to deal with crime so Canada should be fine (hopefully). Second, the economy, it is, honestly unchanged over the years, with inflation and cold weather slowing economic growth, things are going just fine. Then there is the most popular issue of the nation’s military. Due to the financial constrictions of the nation, Canada has taken inspiration from the colonial-era british and currently, have their soldiers on a low wage. This, would make some people turn this wonderful opportunity down, but that isn’t anything a little desperation and drafting cannot fix, and yes, this may lower the morale of the troops, it saves Canada a pretty penny on situations such as recruiting more soldiers. Then the second to last item on the list, scientific development. This, is quite the interesting topic. A few months ago, seeing as they have already put so much research into it, have reopened bases on antarctica. Now, this isn’t for the lost cause of “finding fuel in the ice” that was being researched years ago. This is for the research in which the public would throw a fit about if they caught wind of such acts. Then that leads to the final subject, the culture. So far, Canada is in a state of preferring the old 40’s style of life. With the people listening to jazz and dancing out the nights. They think that the world is satisfactory, nothing more, nothing less.
Now, after going through a summary (very long for a summary though) of what has happened over the years that have passed, it is time to learn the decision that Canada that has made to hopefully reaffirm the trust of the people. That decision, is the “politician’s plan”. A plan in which Jaret Arnold (the crazy man) is to be eliminated. The genius of the plan is that it gets rid of a bad leader, and the only political repercussions that could happen are news articles and some rumors. So in theory, this is a decent plan. Of course, there is the little detail of why someone would do something like this. For some people, it is to reassure the trust of the people by not having a madman as head of state. For others, it is the opportunity to become prime minister.
Seeing i'll need to do some rewriting what are the Sino-Slav relations like? I know something about a fast jet but that's it.
The thing is, we haven't invented rock yet so metal is a ways a way. Right now China is pioneering the blues guitar and Africa has a sort of proto-jazz. Since Blues guitar begat Rock, Chinese music would probably be the catalyst for the appearance of a Precipice Elvis.
The only issue is to evolve music to that point.
As Vilage said China took the blues and has been molding it into sort of proto-rock and roll. Ethiopia - through the southern blacks they took - have a sort of alternate form of jazz music going on. Europe I believe is likely to pick up bluegrass and other folk figures from white American conservatives who fled the violence of the North American wars and to get out of a socialist nation. Though in that event: their most likely stopping point would be Spain.
Armenia would probably be another place for psuedo-American music since American-Armenians went to Armenia to support the Armenian revolution.
The cultural influences and references are pretty scattered hard-core. Though the relationship between the US and China and the trade between them would get the Chinese Blues in touch with the original American blues, jazz, and folk mixtures and also taking them to China.
Yiaoliang Chen is the current big-name. He's something like the Chinese Paul McCartney.

That's the point - the guitar would simply back up the orchestra. It wouldn't be true metal, just orchestra with another instrument.

Early experiments are certainly old enough, and the patents for the telephone transmitters in violins and banjos would most certainly be canonical.
And if you're going something like that, then I imagine it'd be bred from the kind of white-alteration of jazz that's stuff like Rhapsody in Blue. But with more electric...
But I imagine it'd be made to be more classical and "civilized". So maybe at a stretch, high-society Long Island flavored jazz.

Africa and parts of the Mediterreanean will have something like this...
...but with some influences from Ethiopian coffee house music and a few African string instruments.
And China has...
...but with a mixture of Chinese folk music and communist propaganda.
Otherwise, there's censors to keep stuff like drug-abuse out, or anything that'd make cultural division and provoke anger in a state as diverse as China. And the censors real requirement in instrumentation is that it homages native style and instruments.

I think it's probably wrong to assume that music will eventually end up with the same genres we've got IOTL. There are a ton of unexplored possibilities with music; what's a concept album irl could be mainstream stuff in PoW.
I have no doubt you are right.
But I don't think any of us are qualified to come up with new genres. We are all inevitably going to have to mix what we know.
That being said, these things do develop in a certain order. I think we are copying traditional jazz and blues concepts because it is the most intuitive way we know of that gets us to modern forms of music. Without that, the typical genres of music could have went in very different directions.

Oh, yeah, we're definitely gonna have to use what we know. Just saying that maybe a mixture of a few genres would be better than the progression of music that happened irl.
Music is one of those fun things because you can create a concept for an existing genre, but it'd ultimately be left forgotten by the greater pop-scene because it wasn't written by a popular personality.
