The first thing you hit in war is industry/infrastructure. That's been the case for forever.
(This is also very relevant.
And if we're using nukes so casually now. What was the Third World War like? I would think more so to Einstein's predictions, and a lot of former urban centers of the major combatants looking like this:
That took the muscle of America to rebuild and some fifty years for them to get back on track. It's hardly been that, and everywhere else is going to have scenes or ruins like this. Not human-kind killing. But extreme long-term economic, military, political and social crushing.
Frankly, I can't hardly see Europe-wide empires like the New European Legion or whatever it's called being a thing. A PONY'd be more of its name sake: New York.)
Unimportant countries like Australia or whatever would probably emerge dominant after a nuclear war, since nobody cared about them beforehand and thus probably wouldn't be nuked.
THE UAR HAS DECLARED THAT AFTER RECEIVING A REPORT FROM SAT-RECON, THEY WISH TO HELP REFUGEES. A 'TENT CITY' IS BEING SET UP ABOUT 10 KM OUTSIDE OF THE CAPITOL, CASABLANCA. THE FORTRESS THERE IS PROVIDING AS MUCH FOOD AND WATER TO THE TENT CITY, AND CONSTRUCTION ON A SAT-WATER-PURIFICATION PLANT IS BEING STARTED. RESEARCH ON BETTER ENERGY TRANSPORTATION IS TRYING TO BE SOLVED, AS WELL AS TRYING TO MAKE ELECTRICITY POWERED CARS STRONGER AND FASTER. SCOUT TEAMS WITH BUGGIES RUNNING ON THE LAST OF WEST AFRICA'S OIL AND GAS ARE TRYING TO FIND ABANDONED BUNKERS AND THE LIKE. CITIZENS ARE ASKED TO TURN IN METAL TO THE GOVERNMENT FOR USE IN BUILDINGS, DEFENSE, AND RESEARCH. CONSTRUCTION ON A LARGE DOCK IS BEING STARTED. A SMALL BREAKTHROUGH ALLOWS MORE ENERGY TO BE STORED IN UAR ENERGY CONTAINERS.

TRADE
The EAU would like to trade with the UAR for iron ore, copper, and energy resources. We offer food and factories open to producing UAR's business' products.
The door just behind the unrecognizable cockpit of a crumpled B1 Lancer opened into into a swirling antarctic blizzard, sending a frosty white cloud of freezing water vapor swirling into the air as the warmer air in the interior of the wrecked plane scattered into the blizzard. Guarding his face from the windblown frost particles, Norman Bellarmine staggered out to the threshold of the door. The seeping blood from a blunt-force wound on his left forehead quickly began to freeze as he looked out desperately for any sign of help. There was nothing but flat ice as far as he could see - which was barely thirty meters in any direction on the account of the windblown ice and the blizzard.
The freezing antarctic air quickly numbed Normans fingers wrapped tightly around the handle of the entry hatch of the bomber and brought the inadequately-dressed aeronautical engineer to a feverish shiver. His shivering combined with his state of delirium brought about by the crash caused Norman to lose his grip on the doorframe of the wrecked plane, sending him falling from the door onto the ice a few feet below with a meaty thud.
Norman's delirium became more oppressive and his vision blurred and darkened. His extremities began to numb as the polar wind effortlessly blew through his light coat. Knowing that his life was rapidly ending, his thoughts went to his wife and daughter in western Massachusetts. With the coming war, he feared for their safety and hoped that they could survive the coming conflict without him.
Moments before Norman slipped out of consciousness he noticed on the horizon what appeared to be two towering, black figures. He commanded his throat to cry out for help, but all that came out of his mouth was an incoherent gurgle. As the duo inched closer and closer from behind a curtain of icy wind, he threw out his right arm to reach out for them. As he did so, his vision went black and his body fell limply to the ice.
The two figures, a duo of Emperor Penguins, hobbled awkwardly towards Norman and came to a stop right before his body as they inspected the unconscious human before them. The taller of the two stood stoically above the unconscious Norman, looking down upon him with condescension for a few moments before turning his gaze up to the wrecked B1 Lancer behind Norman, marveling at the machine sitting before him.
The tallest of the penguins craned his neck to the side to see one of his companions hovering over and gently poking Norman with her beak. When she saw the taller penguin watching, she let out a cackle-like squawk for assistance. The taller of the two did nothing for a moment, but then tacitly decided to assist. He waddled over to Norman and helped flip him onto his stomach. The smaller sympathetic penguin bit down on Norman's coat beneath his hood and the taller one clamped onto the back of his coat with his beak. With the unconscious human secured, they set about carrying Norman back into the blizzard to some safe location.

A troop of Emperor Penguins shambled awkwardly up a snow-covered ridge, followed by Norman who was performing his own waddle admirably by swinging one leg in front of the other and barely picking his feet up while his arms flopped about limply at his side not unlike a penguin's flippers. He now wore three heavy coats given to him years ago by the penguins, one light gray jacket underneath a jet-black coat that almost made him look like a giant penguin too.
At the top of the ridge, the blue Southern Ocean came into view and at the bottom of the ridge was an abandoned whaler shack. Without a moment's hesitation, Norman flopped down onto his belly and with his feet pushed himself down the ridge just like his penguin comrades had already done. Norman used his arms to steer himself down to the shack but due to his weight slid down the hill too fast and crashed head-first into a snow bank. The penguins just behind all let out amused squawks.
"Go ahead and laugh! I still got down before any of you did!" Norman cried back at his comrades as he shook the snow off of his hood-covered head.
The troop of penguins quieted themselves as they regrouped around Norman. A smaller female penguin, the same one that had carried him to the safety of this turn-of-the-century whaler outpost several years ago, approached Norman and made a bubbly, gurgling sound as she regurgitated one of the bug-eyed mackerel she had caught earlier that morning. As the deceased fish left her beak Norman eagerly grasped the bile-soaked mackerel with his teeth and turned his head skyward, allowing the fish to slide down his esophagus without even having to chew it.
The tall male penguin, the same one he had met that same fateful day several years ago, approached him and made a loud, throaty "SQUAW" right in Norman's ear.
"Jesus, Marcus, settle down. Alright? We can go and see the plane tomorrow, just calm down. I never understood your fascination with the damn thing..."
The tall penguin let out a satisfied cackling sound and sauntered off. Norman turned around and made ready to consume another fish as the small female made another round of gurgling sounds.
