The man spotted the cloaked figure and yelled an incoherent string of words at him, which could have been pieced together as "attacking an innocent merchant and raiding his shop." He began to get up to chase the cloaked figure, but then spotted the open door as well. The dilemma of chasing who he assumed to be the person who harmed him or returning to his shop to guard it kept the man on the ground, impossible to decide.
Finley, seeing the shopkeep entrapped by the net, leaps back in shock. "There's the villain!", he shouts, and raises his finger. Finley's eyes faintly flash into a glowing blue radiance, and an wispy orb the size of an orange speeds towards the cloaked figure, knocking the wind out of him as it slams into his gut.
(I like how this situation is descending into confusing chaos.)
"What is going on?!" Thyrsis grumbles. He decides to go upstairs and follow the tailed creature, leaving the chaos downstairs. (I know, it seems like some elaborate comedy routine or something)
The cloaked creature had already made it down the stairs long before the first signs of a fight between Finley and the other person in a cloak. Pushing open the rotting wooden door, the creature knew that she had come to the right place. Shackled to the wall were several wretched reptilian beings, seeming like they have been here for days without food. Her own kind, trapped in this horrible hellhole, treated like insentient beasts of burden under abject conditions. And it was up to her to free them.
Some of the kobold slaves still strong enough to mantain consciousness had noticed the opening door, and turned toward the dark figure that emerged from it. They watched as it dragged the fainted humans on the stone floor, one by one, to a corner of the chamber, and tied their limbs together with a rope. Then the figure approached the slaves and lifted the cloak off her arm, revealing an intricate tattoo inked on the scaly skin. At once, the chained kobolds' eyes glinted with hope as they realized that their savior had come.
Thyrsis burst into the room upstairs, and froze in shock. Many more scaly creatures were in the room, chained up. "Wh-what? Who are all of you? What are you doing here?"
The cloaked kobold was just about to take out a vial of metal-melt from her pocket when she heard a voice that made her freeze. Quickly turning around, she saw the bird-man from the alleyway and cursed under her breath. She had been caught. The kobold unsheathed a blade and pointed it at Thyrsis threateningly.
The kobold hadn't expected Thyrsis to have a weapon, and was slightly intimidated to see him take it out. "You've gotten yourself too far. This is some serious, secret stuff you're dealing with right now." The dagger drew closer, and, out of fear, she blurted out the very things she was told to keep secret. "My kind are in danger! You see them back there?!" she pointed back, at the slaves. "The humans have been capturing them, and are treating them like insentient beings. We kobolds cannot stand this anymore! It has to change." But before she could continue any further, a terrifying, deafening roar shook the very air surrounding her and Thyrsis.
After careful inspection of the alleyway, Dismas saw a suspicious figure and ran after the cloaked figure, but had disappeared from his sight. He followed clues around that led him to a small shack, and promptly went inside looking for the cloaked figure, but what he saw was a room filled with Reptillians and what appeared to be an Avian with a dagger.
Another monstrous roar split the air. Then several loud, rhythmic booms. Through the cracks in the buildings, city dwellers could be seen looking up at the sky in silence. Some of them pointed, with shaking arms, at an immense shadow moving through the heavens. What was this... thing?
Through a skylight, the cloaked kobold also managed to catch a glimpse of the huge, silhouetted flying thing. "You should go down there to investigate. I must stay here and free my fellow kobolds." she told Thyrsis. "By the way, what's your name?"
"It's Thyrsis," he said, and ran downstairs to investigate. He saw one man in a net, two nearby arguing, and a third shape staying out of it. This sure is an eventful day... "I don't know about what's going on down here, but something big is happening outside." He ran outside, ignoring the commotion indoors.

"Oh, really? How come this man identified you as the attacker, then!" Finley pushes up the brim of his hat. "Release him, foul thug!"

Thyrsis pulls out his dagger. "Explain what's going on here, or else..."

"Do you honestly expect me to believe that?" Finley shouts to the stranger, pointing to the net. "You still hold the man captive!"
(Dismas. you forgot the two men yelling at each other over a captive man in a net)
"Oh, shoot!" Thyrsis said, putting away the dagger. "I-I'm sorry, I didn't know..."
"Shh... forget you saw all of this."
