Do keep in mind that the Hunger Games is set long after a horrendous event that lead to scarce food and resources, so chaos would be a common thing during that time. I do not believe that poverty and famine is rife everywhere in Panem, as there are entire swaths of the United States devoted to food production. I do believe, however, that the one district we do get to experience in depth, District 12, is on the the more povertous districts considering it is so far removed from the capital and it has one of the less well paying job of mining.
I highly doubt that the government of Panem purposely starve the people as their one goal is this: control. The Hunger Games are meant to establish control over the districts and make them not rebel and if they had all the resources in the world and were to allow every citizen, all the way out to the miners in 12, to live a life of luxury then they'd be much more susceptible to control.
The idea that the government is purposely starving the people is thus dubious as, I can imagine, in other districts people live with a higher standard of living, we just have yet to see it, and starving the people makes them desperate to live and thus drives them to rebel. It would therefore be in the best interests of the Capital to have all be well fed and live well. I end with this: Would Katniss be so quick to rebel had her district be well-fed and prosperous and the games portrayed as the only way to achieve and guarantee such a thing? (Spoiler: No)

The people in the capitol are mighty fine with the Hunger Games and in the more pampered, capital favored districts (1 & 2), the Hunger Games are seen in an extremely positive light with people fighting to be the one to hold the honor of representing the district in the games.
It would be in that way that the capital might make the games acceptable: pitting district against district and exacerbating nationalistic tendencies within those nations to make the Hunger Games a facet to prove their superiority. second,Panem doesnt try to justify hard enough on the eyes of the people the torture they give to dissidents,i see on the movie that they torture workers in front of other workers openly even the ones that didnt act against the government,how did you think there was not gonna be a revolution after this.
third.- I dont see any appeal to nationalism or superiority of a district on the entire movie,the state just tries to keep them down with fear,even if they know historically that it doesnt work like that,there have been revolution attempts before, not because people disagree on an humanitarian level(not even katniss she just tries to ensure her survival),but because they believe their government is incompetent and unable to sustian or ensure survival for them(All of them know there is not peace and the large ammount of violence,Hunger,Diseases,etc) everything that the gorvenment should have done to minimize the situation is to try to control the poor districts(were more people reside or live) by indeed caring about the situation.

"Greetings, this is Scientech Industries, and we have somehow developed this super drug that gives superhuman strength, senses, mental capacity! But we have researched this drug a bit and it might also make you wanna kill everybody in a 40 Mile radius but that will never happen."
If you don't get what I am saying: When some Umbrella Corp wannabe develops a super drug that magically enhances stuff but something goes wrong and presto the test subject escapes, thwarting the obviously underfunded security and the subject does some stuff that depends on the movie.
The whole Super Drug thing seems kinda cliche anyway, there are dozens of possible other ways to do the whole Super Human thing and Super Drugs seem dull and boring, I understand it makes some sort of sense but I don't watch movies for realism, I watch them for entertainment.

Sorry but i see nothing about this in panem,first they take kids into the hunger games,if they were meant to show superiority of the districts they would make a requirement to include teens or adults not kids, as kids can be manipulated by the state into in the future helping it on its policies.
second,Panem doesnt try to justify hard enough on the eyes of the people the torture they give to dissidents,i see on the movie that they torture workers in front of other workers openly even the ones that didnt act against the government,how did you think there was not gonna be a revolution after this.
third.- I dont see any appeal to nationalism or superiority of a district on the entire movie,the state just tries to keep them down with fear,even if they know historically that it doesnt work like that,there have been revolution attempts before, not because people disagree on an humanitarian level(not even katniss she just tries to ensure her survival),but because they believe their government is incompetent and unable to sustian or ensure survival for them(All of them know there is not peace and the large ammount of violence,Hunger,Diseases,etc) everything that the gorvenment should have done to minimize the situation is to try to control the poor districts(were more people reside or live) by indeed caring about the situation.

If you don't get what I am saying: When some Umbrella Corp wannabe develops a super drug that magically enhances stuff but something goes wrong and presto the test subject escapes, thwarting the obviously underfunded security and the subject does some stuff that depends on the movie.
The whole Super Drug thing seems kinda cliche anyway, there are dozens of possible other ways to do the whole Super Human thing and Super Drugs seem dull and boring, I understand it makes some sort of sense but I don't watch movies for realism, I watch them for entertainment.
Even when the whole experiment doesn't go wrong it still is dull and boring.
