If you're drawing digitally, go for Wacom Intuos
Your budget is kind of low, though, so I'd suggest seeing if Monoprice has any affordable tablets. Wacom and Monoprice are the only two companies I can recommend for quality tablets.
Would be suitable. Questionable about refurbished one? It is fine given factory refurbished and comes with 1 year warranty. There isn't really anything else I would personally suggest for that price.

I've had one for several months and it works really well for me.
