Alright, so I got an EVGA CLASSIFIED GTX 780 about 15 days ago, every other game runs flawless, however whilst in the GTA IV graphic settings menu I can't change anything or do anything!
I can't change any settings, it wont allow me to, what is wrong? I am running this on Steam by the way and I have tried reinstalling it as well!

GTA IV is horribly optimized in general. Run the benchmark to see if it lets you change settings after.
Make sure it's patched to the latest version, and a legal copy. The cracks used for it (since it uses secuROM) tended to impact performance quite a bit.
If it's patched to the latest version (1.0.7? 1.07?) you should not be having any issues. My 560Ti 1GB can run the game maxed at 1080 averaging ~100FPS.
I had this issue, It's an issue with gpu's over 2gbs and the game detects it as a under specification Graphics card. all what you gotta do is add "-nomemrestrict -norestrictions" (Without the ""'s) to the launch properties on steam.

That'd explain it, since the average VRAM back then was 512MB-1GB.

No, because it is showing my 3Gb of VRAM.

It could be showing shared memory. But if the monitor is plugged into the card directly, its pretty safe to say it's using the dedicated card.
