@OP The Surface pro and Surface Pro 2 can both run minecraft, allbeit, version 2 (Surface Pro 2) will have better luck with it, as it runs off of a haswell i5 (Haswell brought some huge improvements on the IGPU's)
Considering minecraft can get over 200FPS with intel HD 2000, it doesn't really matter which he gets.

app is just short for applications. You can download the minecraft.exe(app) off of minecraft.net but this application only has the ability to run off of a computer because it has java. If your tablet thing has java then you are fine. If no java, your screwed. Thats why apps on mobile devices are so special. Because they dont run off of a third party code (ex: java, C++, python, ect.)
The minecraft application(exe) runs off of java so no java means no minecraft.

I believe its called a convertible? It runs Windows RT wich i believe can run minecraft and other games. I dont think microsoft would make a real "Tablet" with one of the worst app selections around
Just so you know OP, Intel HD 4k (the GPU in the Surface Pro 2) can have issues with Minecraft. Meaning it may not run the game maxed at 60 FPS. It'll probably run it at normal render distance no fancy and smooth lighting at a smooth 40 or so.
Let's clam. If it runs Haswell, wouldn't it be running on Intel HD 4200 at least? Ivy Bridge uses Intel HD 4K.
Sure, Minecraft will run fine on the Surface (make sure OptiFine's installed).

I have a Lenovo Thinkpad Twist S230u on an i5-3317U CPU @ 1.7 GHz, and runs MC fine. Why worry?

the answer is yes, it will run it, but no you shouldn't buy it really, as its overpriced, and you could easily build a MUCH, faster and more powerful PC that could max any game you should want it to for the same price

If the OP is in the market for a portable PC capable of running minecraft, what in the world made you think it's a good idea to suggest building a giant gaming rig?
Because 1) most laptops just stay on desks and if you need to move it say every few weeks a MiniITX system makes no sense, and 2) he can get a cheap laptop for schoolwork, etc. and then a beast desktop for gaming at home.

I'm in the same situation as the OP and I personally like the idea of having a laptop with the same versatility as an iPad. The mobility of a laptop that can play the full version of Minecraft is what I'm going for and it seems the Microsoft Surface Pro is the way to go. Am I missing any other options in that department?
Define versatility. If you want a tiny underpowered "laptop" then get a netbook. You can get a Y510P for the same price as the Surface Pro.
Yea, I misspoke. I was trying to say, looking for a laptop that has the same options as an iPad. ie detachable keyboard, tablet, and, as you put it, tiny. My main concern is whether or not it will be underpowered playing Minecraft.
To answer all of your questions, yes you can run Minecraft on the Surface Pro. I have the original Surface Pro with a Dual Core Intel i5, Intel HD Graphics 4000, 4GB of RAM, and 128GB of SSD space. Minecraft runs just fine. I get between 45-60 FPS on totally maxed out settings. The only problem you'll run into with Minecraft on the Surface Pro is, even if you have touchscreen mode enabled, if you don't have a keyboard and mouse (Surface Type Cover with Surface Wedge Mouse) you can't play it. There isn't a D-Pad, and the sensitivity with touch is insane. Also, if you buy the Type Cover, you'll need an external mouse because for some reason Microsoft has enabled that stupid setting in Windows 8 that won't let you type and move the mouse at the same time. I hope this helps, I love my Surface, and I do a lot on it. I sure hope Microsoft fixes that trackpad issue though. So annoying.

However, the Surface Pro and Surface Pro 2 run regular Windows 8, which means you can download any program you want from the Internet, as long as you have a Surface Pro. So, yes -- both Surface Pros can play Minecraft.
