Your power supply is majorly bottlenecking your card to the point that it can't really do anything. Also, what's the rest of your computer specs? The rest of your computer in general could be bottlenecking the card.
And just to make sure, you did install the latest drivers from AMD's website?

amd hd 7770 graphics card
mini case (will git mid soon)
150w power (will be getting a 650w soon)
Intel core 2 1ghz (will be getting an amd phenom ii 3ghz soon)
70 gb hard drive (will be getting 2tb soon)
And thats about it off the top of my head what all do you need to know?

Instead of upgrading your PC, you might want to build an entire new one using the GPU you bought. It's just more worth it in the long run.
You shouldn't really do any of the things you listed except maybe getting a new case and a hard drive. XP is not going to have any support in less than an year, 650W is way overkill for pretty much any desktop processor+7770 combination and the Phenoms are just outdated power hogs, you could get an FX-6300 for a little which beats it by far both in power consumption, IPS and core amount meaning it would last longer and perform better. You will want a quality power supply though.
I swear you're smoking something if you really just said he doesn't need to upgrade his 150w PSU, 1 GB of RAM and a CPU that is so dated it's probably dragging that video card along the ground like a concrete block chained to a truck bumper.
Although honestly I don't know why the OP is even bothering to update that dated thing, start from scratch and use the video card, you're talking about replacing everything anyway.
Did you really just spend 100 dollars on a GPU for a complete toaster? Wtf 150w psu? I didn't know those were every made. You should just buy an alienware or something because your setup is horrible. Sorry but even if this did work, processors are the only thing that make a difference in minecraft.

Now I have a rig with an i5 (sandy bridge) too lazy to check ghz running with a 7970 and I get 200 fps in 150 fps in minecraft with everything on the highest. You don't know what you are talking about.

I really love when people tell others they don't know what they're talking about when I can almost 100% guarantee the person saying that, while perhaps more knowledgeable about which parts give bang for the buck, don't actually understand WHY a CPU "bottlenecks" a video card.
I don't think your CPU is only running at 1Ghz unless you underclocked it. It's from 7+ years ago, so it's going to be brutally slow regardless, but I honestly don't think that 1Ghz Core 2s exist; it has to be faster than that. Perhaps you're looking at the FSB speed instead?
I'm also unsure about the 150W PSU. It almost certainly has to be higher than that. The power needs of computer hardware have generally gone down over time. I don't think 150W could have, at any point, powered a computer with a CPU, RAM, a hard drive and graphics chip. I could be wrong about that, though.

Actually, the video card is more important the the processor in Minecraft. If you had no video card at all, both setups would get you 50 FPS.

Wrong. If you didn't have a video card at all the i7 would still be better because it would have better onboard graphics. Plus you can't possibly run minecraft without a processor so your arguement is invalid.
