So I tried creating a USB key to boot Joli OS from, then decided I didn't want it anymore.
But when I looked in My Computer for the drive, it told me the drive was only 697MB.
I took a look at EaseUS Partition Master and this is what it says:
How do I allocate the extra 6.59GB back to the USB?
You should have been able to do it with diskmgmt.msc which comes with windows. For future reference, it's WindowsKey+R, then diskmgmt.msc, then "OK." From there you can right click the partitions that show up and select what you want to do.

I had to get a different program to do it, but it worked. Thanks
