Get rid of the green drive, get rid of the 480, and get a better motherboard, like the UD3H. A 7950 would be a good card.
Good, just make the motherboard a UD3H, better for overclocking, plus the price difference doesn't really make a difference at this budget.

if you mean by the Wattage the system i suggested would barely touch 500watts, let alone 620.

It's the parts inside that matter! If the price is that low, The parts inside had to be cheap. How else can they make a profit? Think about that. Power Supplys DO explode! I'm not saying go and buy a $200 Power-Suppy but something over $90 Atleast. Corsair Is owned by SeaSonic. They are both a good company. But that does not mean ALL of there products are As good. Just go with something $20 More, At the least. Remember now guys, This is MY personal Opinion. Only bad quality PSUs explode. a 300watt corsair, for example, will last as long a 750watt one.
