What is the difference between OEM Windows 7 ($99 here in Aus.) and retail Windows 7 ($239 in Aus.)?
This is all I could gather from pccasegear.com, the place I plan to purchase my components:

**To purchase this OEM software, you must be a System Builder and accept this license. “System Builder” means an original equipment manufacturer, an assembler, a refurbisher, or a software pre-installer that sells the Customer System(s) to a third party and is registered with Microsoft as a system builder or OEM partner. **An OEM operating system is registered to the system it is originally installed on and the support for the software is handled directly by the installer and not Microsoft or ourselves. You cannot transfer this software to a different PC once activated. We recommend the purchase of retail software if you plan on upgrading major hardware in the future.
You get 3 months warranty with the non-OEM edition. It's like $60 more. Go for the OEM.
BTW, Microsoft support doesn't help worth a d*mn. I spent 3 hours on the phone with them one day, and in the end, he told me to pay $250 to get service because my warranty expired the day before. Turns out in the end they didn't even know what the hell the problem was, and a simple boot from Knoppix and some commands fixed my problem.
