My brother's PC was working fine until last Friday. He didn't use it for two days and tried to restart it today morning. The screen flashed once and the PC started to restart again and again without sending any data to monitor. The monitor was getting power but no data output. I think this is a hardware issue but not sure..Any opinion in this regard would be appreciated.
Thanks for sharing. But I can see only a black screen on the monitor but the machine restarts when pressing the power button and off at once.So, I don't think I can access the safe mode. Perhaps it may need repairing than DIY hacks. Btw, thanks for sharing information

Check some Guides to fix the boot loop via accessing the pc in safe mode and/or disabling the auto-reboot-function:
