I already built this computer, but I was wondering what I should upgrade. I was thinking about upgrading the cpu or maybe changing the cooler and getting more ram but I don't know yet. Please help. I don't want anyone linking me new computers because I already built this one. My price range is about 300-400 USD http://pcpartpicker.com/p/dMfVRB
What are you using the computer for? Knowing this will help us pick a graphics card for you.
I use it for mainly streaming and recording. The thing is that when I try and stream in 60fps, it says High CPU Usage... That's why I was maybe thinking about upgrading the CPU

An upgraded CPU will probably still be in high usage when streaming. Especially in 60 FPS, there may not really be a CPU that powerful that handle high quality broadcasting like it is just running a web browser. If there were such processors, I do not think that should be a priority compared to your graphics card, which may need an upgrade. I'm using an Intel I5-4670k and can easily record in 60 fps in 1080p (my worries are NOT about performance, but more about the video itself such as video file size and compression quality).
Your current graphics card is a Nvidia GT 730, which is in need of a upgrade since the I5-4690k seems to be a refresh of my processor that can overclock better due to a material change (if I'm thinking of the right CPU). A CPU higher than that may be bottlenecked by your GT 730 if you play games other than Minecraft (which I do). You can consider overclocking your I5 if you are under the right conditions.
I'd go for the graphics card and check to see if the power supply works (I have a SeaSonic 650 Watt Bronze+ with an AMD Radeon 7970)

So which graphics card should I get then? And also, I can record perfectly fine in 60fps, but when streaming, it'll keep skupping frames and just look horrible.
Graphics card, without a doubt. Everything else is perfectly fine (case and PSU borderline). As mentioned above, grab either an R9 290 or GTX 970... maybe look into getting a second hand 290? Maybe a new case too. *cough*DefineR5*cough*

The thing is that 400 is my maxed out price. That's all I can spend fully. So what would be my priority? And if it is a graphics card, should it be 4gb GTX 970 GDDR5? or 2gb and a case?

You can get a 4gb for like $330.
You don't really need anything else. The rest of the PC is fine, just that bad GPU.
Is your CPU overclocked at all? If not then you really don't need a cooler of that size. You could swap it out for a cheap zalman or evo which would allow you to get access to the other DIMM slots.

Can you match my resolve? If so then you will succeed. - Monty Oum

would it be worth over clocking my CPU? And if not, which cooler should I get?
It's pretty bad tbh.
You don't need an i7, an i5 is fine.
Get rid of the liquid cooler
replace the CX600 with a 550 watt XFX PSU
Don't get a Toshiba drive, get a WD or Seagate

I wouldn't even get seagate, their drives don't seem to last as long as they used to. My 500GB Seagate died after 6 months of use

Your graphics card is extremely weak for modern standards, I'd go for something like an R9 280/290 (or even GTX 970).
Everything else seems perfectly fine. If you want, you could get yourself a new case.

And also, what about the CPU Cooler? I can only fit one RAM stick into my motherboard. The cooler covers the rest
would it be worth over clocking my CPU? And if not, which cooler should I get?
I'm not a big fan of overclocking so I'll leave it for someone else to answer
If not, a simple Hyper Evo or Zalman Cooler will do just fine
Is this a good build? http://pcpartpicker.com/p/8LFDXL I could buy the parts little By little
It's pretty bad tbh.

One drive isn't an accurate representation of how reliable a hard drive manufacturer is.
I'm not the only one, there's tons of reviews of the same thing happening.
