My cousin is also into gaming and wants a PC. She wants to play/record minecraft at 40 fps and above and also have mods (like me). She would also like to use shaders, but it isn't necessary. She doesn't have as much money as I do, so her budget is $600. She wants windows 7, and the case BitFeniz Neos White/Purple (if unable because of parts, then the NZXT Source 530 is ok).

Vanilla Minecraft it'll run fine. Shaders should run fine also (with no other mods installed). Just mods (no shaders) depends on the mods. Both shaders and mods will lag no matter what computer you have unless there's only a few mods installed.
Yes, but rebates also require you to have that amount before rebates before you can get the rebate itself. Therefore being overbudget. It seems that most of you don't realise this.
