I do believe the core clock is higher on the 270x, due to it's overclocked core. I think it has a performance boost on windows 8 also. A friend of mine has the tri-x toxic 270x, and he greatly recommended it. I'll have to ask him why he took the 270x over the 280.
If you can get a 280 for cheaper than a 270x then go for it, there's no disadvantage to getting it unless it's one with a really terrible cooler.
As for your question, it should run shaders but I'm not sure about shaders + FTB as I've never used them together so I can't really judge how big the performance drop is. I have a feeling it should be okay though.
Probably shouldn't be getting double if you were both using the same settings but I have also noticed that the shaders run better on nvidia cards. Never been THAT much of a difference though.

I shouldn't say double. It was around 15. 280x was getting around 45ish on default settings, and the 660 was getting around 60.

I remember reading that the 280x is slightly slower than the 770, but the 280x and 770 are basically the same price, so...

My friend with a 660 can get double the frames than of my 280x.
But he has a 4770, while I was using a 4590, but still shouldn't of been that huge of a difference, if any at all.

With the highest sonic ethers shader pack, at default settings, it stayed at 45-50 fps.
Which is honestly kinda weird, as my friends 270x gets just below that.
